
During the Spanish time, the place San Francisco
was under the town of Pila but Victoria was established into a municipality by the Quirino administration up to the present.
Infrastructure program started in the place. In the great portion of Balite, Victoria road was constructed. Irrigation system
was improved. Installation of electricity was also done.
Educational innovations have been given attention and importance. School buildings were constructed and a Barrio High School
was built on July 6, 1970. This gave hope and inspiration for the folks, particularly the poor parents who can’t afford
to send their children in private schools.
It was in 1970 when the council man, Barrio Captain Gregorio Rodrigo and through the cooperation of barrio people that the
barangay high school was established. It was also headed by Mr. Rogelio C. Daguinsin, the first principal in the elementary
and at the same time assistant principal in the secondary. It was situated with the elementary school in San Francisco, Victoria,
Laguna. It has a total land area of 8, 259 sq. meters.
In the first year operation of the secondary school the first group of the teachers was headed by Mr. Rogelio Daguinsin.
The teachers were: Mrs. Iluminada Banca and Mrs. Merly Daguinsin. Teachers from elementary grades worked as part timers due
to manpower problems. For this reason, evening classes were held which started from 4:20 in the afternoon to 8:00 o’
clock in the evening.
In 1971, other teachers were added. They were Mrs. Delia Herradura, Mrs. Herminia S. Obligado and Mrs. Eufrocinia M. Caponpon.
The following years Mrs. Erlinda G. Tope and Mr. Vedasto L. Tope were hired. During that time classes began at 7:30 in the
morning to 5:00 o’ clock in the afternoon.
After the successive years of operation, Mr. Rogelio C. Daguinsin ended his eleven years of service. He was replaced by Mrs.
Zorayda H. de Leon from 1981 to 1984.
After the term of Mrs. Zorayda H. de Leon, Mrs. Daisy L. Castro was luckily appointed to take her place. From then –
1985, she started her office and faithfully did her tasks. In October 26, 1995 she was promoted as the principal of San Francisco
National High School.
In 1990, the staff of San Francisco Community High School proposed the plan of separating the high school from the elementary,
to give the multiplying number of students a better place for study. Unfortunately, larger part of the lot was owned by the
elementary. The necessity for an extension lot had made the staff of the high school to formally talk to the owner of the
adjacent lot which has a total land area of 6,000 sq. meters was faithfully donated to the school. However, problems aroused
when the priest claimed their rights to the lot. Several hearings were attended before the ownership of the lot was finally
given to the high school. Among the people who helped the high school staffs obtaining the lot were: ex – Mayor Felix
Rebong II, Barangay Captain Cosme Nieves, Chairman of Educations Councilor Antonio Bustamante, the principal and the teachers
of San Francisco National High School as it is called at the present. Gratitude and appreciation of her kindness was most
specially owed to Mrs. Lina Litton, the concerned citizen who purchased the land.
In the year 1995 – 1996, four new buildings with a total of nine academic classrooms were constructed. The first building
was donated by former Governor Restituto Luna. Another building was given by Honorable Jose D. Lina when he was still in the
senate. It was followed by two classroom buildings from DECS and another two buildings from then Governor Jose D. Lina. At
the term of Jose D. Lina as DILG Secretary, a two-storey building was constructed.
The San Francisco National High School has already gone far in serving the community of the Barangay and its adjacent barangay
and even nearby towns.
In May 2007 Two-Classroom building had been built with the initiative of now Congressman Danton Q. Bueser of the third district
of Laguna. In August 2007, another Two-Classroom Building was built under the Principal LED School building Program.
Upon completion of the school’s need in academic classroom the |SFNHS – Main is aiming high to achieve her vision
and mission.
